Trata-se de estudo formulado no sentido de identificar o poder do exercício da religiosidade no espaço público e no fomento às políticas públicas, especialmente a partir da perspectiva de que a religião compete com o Estado na determinação da conduta dos indivíduos em sociedade. O estudo perpassa uma noção conceitual de Estado, assim como trabalha a dinâmica das instituições públicas e das políticas públicas oferecidas pelo Estado, para concluir que a formulação histórica (e religiosa) da sociedade não pode ser ignorada quando da criação de instrumentos normativos por parte do Estado.
