The purpose of this article is to present a brief overview of the evolution of State models, the concepts of public services, the treatment given to the institute by the Federal Constitution of 1988 and, in the end, to draw a parallel with the current democratic crisis. It is intended to demonstrate the importance of public services in the realization of fundamental rights and guarantees and, consequently, for the strengthening of the Democratic State of Law. Objetivo: o objetivo do presente artigo consiste em apresentar breve panorama sobre a evolução dos modelos de Estado, dos conceitos de serviços públicos, do tratamento conferido ao instituto pela Constituição Federal de 1988 e, ao final, traçar paralelo com a crise democrática atual. Pretende-se demonstrar a importância dos serviços públicos na concretização de direitos e garantias fundamentais e, consequentemente, no fortalecimento do Estado Democrático de Direito. Método: o método utilizado foi o bibliográfico, por meio de revisão sistemática da literatura existente sobre o tema. Resultado: ao final, conclui-se que, com o decorrer do tempo, as mudanças de paradigma do Estado e, consequentemente, da Administração Pública acarretaram cenário de crise do serviço público, desencadeando crise política que põe em xeque os pilares da democracia.
