| Résumé: | Public services, as instruments for carrying out public policies, play an important role in the Democratic State of Law enshrined in the Brazilian Federal Constitution of 1988, especially due to the express provisions concerning social rights. The purpose of this article is to present a brief overview of the evolution of State models, the concepts of public services, the treatment given to the institute by the Federal Constitution of 1988 and, in the end, to draw a parallel with the current democratic crisis. It is intended to demonstrate the importance of public services in the realization of fundamental rights and guarantees and, consequently, for the strengthening of the Democratic State of Law. |
